A public record, maintained openly
Consequential AI Evidence Monitor
A primary-sourced record of the evidence duties, market transactions and system capabilities forming around consequential AI. Built to be useful whether or not the reader ever becomes a customer.
The Monitor collects what can be independently checked: what the law requires, what acquirers have paid for control points around AI, what different classes of AI control produce as evidence, and what happens in deployment when the evidence is missing. Every entry names its source. Every negative is bounded. Nothing here prices anything.
The four datasets
Strategic Transaction Ledger
Acquisitions of AI security, identity and authorization control points. Each price carries an evidence tier, and a figure recorded in a securities filing supersedes a press figure.
Evidence Duties Timeline
Dated duties across jurisdictions: human oversight, documentation, logging, provenance, independent audit and insurer testing, with the current status of each instrument stated and sourced.
What systems prove
A typology of evidence models: what record each class of AI control produces by construction, and who must be trusted before that record can be believed.
Consequence Library
The standing record of incidents where authority, documentation or evidence failed in a deployed system, graded against a published method.
How an entry earns its place
Every finding in the Monitor carries one of three states, and the state decides where it may appear. The full sourcing rules are on the method page.
| State | Meaning | Where it may appear |
|---|---|---|
| Primary-source verified | The instrument, order, filing or announcement has been read at the issuing body’s own site. | Published entries. Only this state supports a stated fact. |
| Located, not yet read | The matter is known from citations by others; the underlying document has not been read. | The research queue. It does not appear as fact and carries no figures. |
| Source inaccessible | The jurisdiction or host refuses automated access. | Reported as explicitly unknown. Silence is never treated as evidence that nothing happened. |
The record behind the publisher
Regulayer publishes this Monitor, and the same standard applies to Regulayer itself. The claims below are the ones an outsider can check today, with where and how to check each one. This section adds no claim of its own; it collects what is already published.
| What can be checked | Where | How an outsider checks it |
|---|---|---|
| A shipping product | See the product · How to buy | The product pages describe what is delivered, and the purchase path is public. |
| A public verifier | Verify · Open verifier | Verification of a record runs in the browser, free, with no account and no call to Regulayer. The verifier code is public. |
| Tamper evidence, live | Live demos | The demonstrations invite the reader to alter a record and watch verification fail. The demo leaves an artifact the reader keeps. |
| Offline operation | Security | The design is stated on the page, and checking a record requires no contact with Regulayer. |
| A pre-action check that fails toward stop | FailStop · Agentic AI | The control model is documented: where required authority cannot be established, the protected action does not proceed. |
| The filed estate and its prosecution status | The engine · What is licensed | The enterprise pages state the estate position and the filed breadth behind it, and what a licence does and does not cover. Patent pending. |
| Deployment surfaces | Regulatory & Evidence Library | The catalogue maps the evidence packs and the deployment surfaces they serve. |
| The statutory record | Laws · Rules · Orders · By country | Every instrument page names its issuing body, its dates and its primary source. |
| The consequence record | Consequence Library | Each record separates confirmed fact from source-stated cause, under a published method. |
| Insurer testing as a condition of cover | Evidence Duties Timeline | The timeline row names the insurer program and links its primary announcement. |
What the Monitor never carries. No valuation of any company, including Regulayer. No conclusion about what any transaction proves any company is worth. No recommendation to buy or sell anything. No vendor scores or rankings. The datasets are the evidence; readers draw their own conclusions.
Regulayer maintains this surface as publisher of the datasets and of the method. Where Regulayer itself is a relevant example, the page says so explicitly, and only where it is factually appropriate.
