Regulayer builds the architecture that lets AI prove its own behavior, and lets human creators prove theirs. An internet where the proof lives in the work itself, verifiable by anyone, without trusting the source. Filed, and reduced to practice. In July 2026, the United States Patent and Trademark Office allowed the anchor application's first claims on first review.
The architecture came first. Energy harvesting, distributed cognition, the physics of intelligence that does not need a server. The work was real and recorded. Then it stopped.
It was not ready to release without governance. Building safety afterward would have meant bolting it on, and bolted-on safety can be circumvented, removed, or ignored the moment speed matters more.
So the architecture sat on the shelf until the governance layer existed. Safety was not added. It was made part of the same act.
The architectural truth
You breathe in oxygen. You breathe out carbon dioxide. It is the same breath.
The kernel governs because it has to, not because it was added later. The proof is the byproduct of the inference, not assembled after the fact. The receipt cannot exist without the decision, and the decision cannot exist without the receipt.
Architecture and safety are not two things. They are one breath.

A career spent where safety is never promised, it is architected and proven. A career in regulated industries, before AI: USP 797 sterile compounding, driven to national adoption with the United States Pharmacopeia committee across hospital, pharmaceutical, and nuclear-pharmacy workflows. CRISPR commercialisation at Thermo Fisher, with global go-to-market for genomics, protein sciences, and biobanking across forty countries. The Tyvek clean-environment business at DuPont, product that itself had to be manufactured clean. In a semiconductor cleanroom or a sterile-compounding suite, you do not trust that the environment is clean. You build it clean by architecture, and you produce the proof. AI entered those same industries with none of that, governance bolted on as policy. Regulayer applies the contamination-control principle to AI. Prove it, do not trust it. Build it in, do not bolt it on.
The position
Regulayer is an enabling company, not a competitor to AI. It is the architecture every AI ultimately needs to be governable, provable, and adopted by the institutions that buy it. Others are invited to build their own instances on the kernel. HumanMark is meant to be public infrastructure.
There is no moat. There is a bridge.
The industry's answer to AI is more. More data centers, more power, more water, hundreds of billions a year, built for demand it treats as fixed. But much of that demand is not the intelligence. It is the infrastructure wrapped around it. Remove the infrastructure that was never necessary, and the load falls with it. The lighter footprint was not the goal, the goal was governance and proof. It came by physics, not intention. Distributed intelligence is, by its nature, lighter on the world.
Sir David, your final message reached me. I am not an activist, and I did not set out to answer it. But of course I care about the world, and it stayed with me. I have done my small part. I carry it still, and I hope others watch it, and let it reach them too.
