What the statute requires, section by section

The section-by-section block below describes Decree No. 13/2023/ND-CP of 17 April 2023, which PDP Law 91/2025/QH15 superseded on 1 January 2026. It is kept because the duties it sets out carried forward in substance. The provisions of the new Law have not been read at source, and this page does not state them. Provisions addressed, under the superseded Decree:

Art. 23: Notification of a violation of personal-data-protection regulations to the Ministry of Public Security (Department of Cyber Security and Hi-Tech Crime Prevention and Control, A05) within 72 hours.
Art. 24: Personal Data Processing Impact Assessment (PDPIA) dossier prepared from the start of processing and kept available for MPS inspection.
Art. 11: Consent (clearly and specifically expressed, recorded; proof of consent).
Arts. 26/27: Protection / security measures for personal data. Effective 1 July 2023. Superseded: PDP Law 91/2025/QH15 took effect on 1 January 2026 and replaced this Decree. Confirm the current instrument before relying on any provision above.
