What the statute requires, section by section

Texas Responsible AI Governance Act (TRAIGA), House Bill 149 (89th Texas Legislature, 2025), codified at Tex. Bus. & Com. Code Chapter 552 (operative January 1, 2026). TRAIGA regulates the development and deployment of AI systems in Texas. Provisions addressed:

Tex. Bus. & Com. Code §552.051: Disclosure to consumers: a governmental agency that makes an AI system available to consumers must clearly and conspicuously disclose that the consumer is interacting with an AI system.
Tex. Bus. & Com. Code §552.052: Manipulation of human behavior: prohibition on developing/deploying an AI system with the sole intent to incite or encourage a person to harm themselves or others, or to engage in criminal activity.
Tex. Bus. & Com. Code §552.053: Social scoring: prohibition on a governmental entity developing/deploying an AI system to evaluate or classify persons based on social behavior in a way that produces detrimental treatment.
Tex. Bus. & Com. Code §552.054: Capture of biometric data: prohibition on a governmental entity using an AI system for certain biometric identification of individuals.
Tex. Bus. & Com. Code §552.056: Unlawful discrimination: prohibition on developing/deploying an AI system with the intent to unlawfully discriminate against a protected class.
