Italy: Law No. 132/2025 on artificial intelligence

Legge 23 settembre 2025, n. 132 · in force 10 October 2025 · the first dedicated national AI framework in an EU member state

Page verified 5 August 2026. Recorded from official and counsel analyses of the enacted law. We have not read the Italian text in full and carry no article numbers.

The first national AI law in the European Union, and the first anywhere that reaches an ordinary employer. Almost everything else on this list regulates the companies that build models. Italy regulates the ones that use them.

The essentials

  • In force10 October 2025.
  • FirstThe first EU member state with a dedicated, comprehensive national AI framework.
  • RelationshipComplements Regulation (EU) 2024/1689, the EU AI Act, rather than replacing it. The Regulation is directly applicable; the national law adds sector rules.
  • SectorsSector-specific provisions, with workplace, healthcare and public administration among those most discussed.

The workplace clause

The provision worth the page. AI use in the workplace must adhere to principles of safety, reliability, transparency and respect for human dignity and data confidentiality, and employers must inform employees whenever AI systems are deployed in work processes.

That is a live obligation for any organisation with Italian staff, and it is the kind of duty that is easy to breach without noticing: an AI feature added to an existing tool, a summarisation function enabled in a platform the workforce already uses, a screening step introduced into recruitment. Every one of those is an AI system deployed in a work process.

Why it is the one to watch in Europe

The EU AI Act mostly binds providers and deployers of specified systems. Italy’s law binds an employer as an employer. That is a different relationship and a much wider population, and it is the first instance of a European legislature deciding that national employment and dignity law is the right place for AI rules.

Other member states have national AI bills in progress. Italy is the one that has arrived, and its structure is the template the others will be measured against.

What to do about it

This is an estate problem, not a document problem.

A duty to tell employees whenever AI is deployed in a work process is easy to breach without noticing, because AI arrives inside tools the workforce already uses. Meeting it means knowing, at any moment, what is running. Regulayer records the decision as it is taken, outside the system being governed, content-free, and verifiable by anyone holding the file with public mathematics, without a call to us.

Common questions

Which EU country has its own AI law?

Italy. Law No. 132/2025 entered into force on 10 October 2025, making Italy the first EU member state to introduce a dedicated and comprehensive national framework for artificial intelligence, complementing rather than replacing Regulation (EU) 2024/1689, the EU AI Act.

What does Italy's AI law say about the workplace?

It requires that the use of AI in the workplace adhere to principles of safety, reliability, transparency and respect for human dignity and data confidentiality, and requires employers to inform employees whenever AI systems are deployed in work processes.

Does Italy's AI law conflict with the EU AI Act?

It is drafted to complement it. The AI Act is a directly applicable regulation; Italy's law adds national sector rules and principles in areas the Regulation leaves to member states, including employment, healthcare and public administration.

Why does Italy's law matter to businesses outside Italy?

Because it is the first European instrument that reaches an ordinary employer rather than a model developer. Most AI legislation so far regulates the people who build models. Italy regulates the people who use them at work, and other member states are likely to follow the template.
