What the bulletin sets out, section by section

National Association of Insurance Commissioners, Model Bulletin on the Use of Artificial Intelligence Systems by Insurers (adopted December 4, 2023), as adopted in whole or with modifications by individual U.S. state insurance regulators. The bulletin has four sections; the AIS Program lives inside Section 3. Sections/subsections addressed:

Section 3
Regulatory Guidance and Expectations: existing market-conduct and unfair-trade-practices statutes apply; insurers shall maintain a written
AI Systems Program ("AIS Program"). The AIS Program guidelines run
1.0 General, 2.0 Governance, 3.0 Risk Management and Internal Controls, and 4.0 Third-Party AI Systems and Data.
Section 4
Regulatory Oversight and Examination Considerations: information and documentation the Department may request in an investigation or market conduct action.

Verification note. Checked against the primary text on 8 June 2026: a citation of "§4 AI Systems Program, §5 Third-Party, §6 Regulatory Oversight" is wrong. The bulletin has only four sections: the AIS Program (incl. third-party, subsection 4.0) is within Section 3, and regulatory oversight/examination is Section 4. There is no Section 5 or 6.
